International Driving Permit in Thailand: do you need one?

A rider on a Phuket road — International Driving Permit in Thailand

Short answer, no hedging: yes, you need an International Driving Permit (IDP) to drive or ride legally in Thailand. Your home country licence on its own is not enough — Thailand only recognises it when it comes with a valid IDP. We hand scooters to tourists in Phuket every day, so this page is the practical version: what the IDP is, how to get one before you fly, what it costs you to skip it, and how it fits with renting a bike here.

What an International Driving Permit actually is

An IDP is not a separate exam or a new licence. It is an official booklet that translates your existing national driving licence into a standard set of languages, so police and rental companies abroad can read it. It only works together with your original licence — never on its own. Think of it as the passport for your licence.

Two international conventions govern these permits: the 1949 Geneva Convention and the 1968 Vienna Convention. This matters for Thailand, because Thailand recognises the 1949 Geneva permit. Many countries issue the newer 1968 Vienna version by default, and some issue both. If you have the choice, get the 1949 Geneva IDP for a Thailand trip — and in every case carry your original national licence alongside it.

Key point. For a scooter you need two things on paper: category A (motorcycle) on your national licence, and a valid IDP. A car-only (category B) licence does not cover a scooter, IDP or not.

Do you really need an IDP just to ride a scooter?

This is the question we hear most at handover: "I've got my licence from home, isn't that enough?" Legally, no. In everyday practice it is a bit greyer, and it is worth being honest about the difference:

So the IDP is not bureaucratic box-ticking. It is the single cheap document standing between you and paying for a hospital stay out of your own pocket. If you want the full breakdown of checkpoint fines and what insurance does and doesn't cover, see our companion guide on the scooter licence and fines in Thailand.

How to get an International Driving Permit before you travel

The one rule that catches people out: you get the IDP in the country that issued your licence, before you leave. Thailand does not issue IDPs to tourists, so if you land without one, you cannot simply buy it here. Arranging it at home is quick and cheap.

Pre-departure checklist

  1. Confirm category A (motorcycle) is open on your national licence. If it isn't, opening it is a separate step with your home licensing authority — do this first, as it takes longest.
  2. Apply for the IDP through your national automobile association or licensing office. Where you have the choice, request the 1949 Geneva permit for Thailand.
  3. Bring a passport photo and your licence; the permit is usually issued the same day for a small fee (the exact cost depends on your country).
  4. Travel with both documents — the IDP and your original national licence — plus clear phone photos as a backup.

If you are already on the island without an IDP, you cannot get a tourist one here. In that case, ride as carefully as possible knowing you are exposed, or use a car and driver, Grab or taxi instead of a scooter until you sort your documents. It is not worth an uninsured fall.

IDP vs Thai driving licence — which do you need?

For a short holiday, the IDP plus your national licence is the normal route and completely sufficient. A full Thai driving licence only becomes worth it if you are staying long term — think a winter season or longer — because it removes the IDP dependency entirely and can be cheaper than repeatedly renewing permits.

Sorting out documents in a foreign country is exactly the kind of thing we help our renters with — from telling you honestly what you actually need for your stay, to pointing you to where a Thai licence is arranged. Ask us at handover; it is part of doing this properly.

The bottom line

Get the IDP at home, keep category A open on your licence, and carry both documents on the bike. It costs a little time and a small fee, and it converts a "grey area" into a clean, insured, legal ride. The only thing more expensive than an IDP in this story is not having one when something goes wrong.

Sorted your documents? Let's get you on a scooter

We check licence and IDP at handover — fair on both sides — then deliver the bike to your villa or hotel free across northwest Phuket. Cash deposit, no passport held, helmets and a rain poncho included. We'll also help you figure out the paperwork for a longer stay.

FAQ

Do you need an International Driving Permit in Thailand?

Yes. Thailand recognises foreign licences only together with a valid IDP. Your home licence on its own is not legally valid here, and for a scooter you also need category A (motorcycle) on it.

How do I get an International Driving Permit for Thailand?

You get it in the country that issued your licence, before you travel — usually through your national automobile association or licensing office. It is issued quickly, often the same day, for a small fee. Thailand does not issue IDPs to tourists.

What happens if you ride without an IDP?

At a checkpoint you can be fined from about 500 baht. More importantly, in an accident your travel and rental insurance can refuse to pay, because riding without a valid licence and IDP is a standard exclusion — leaving all medical and repair costs to you.

Is a 1968 or 1949 IDP valid in Thailand?

Thailand accepts the IDP issued under the 1949 Geneva Convention. Many countries issue the 1968 Vienna version; if yours does, bring the 1949 Geneva permit where possible, and always carry your original national licence alongside it.

Do you need an IDP just to rent a scooter in Phuket?

A responsible rental company will ask to see your licence with category A and your IDP, because both matter for insurance. Some shops rent without checking, but that leaves you exposed at checkpoints and in an accident. We check because it protects you as much as us.
